London to South West and South Wales Multi-Modal Study

Background

The study looked at a corridor encompassing the M4, M5, A303, A30, A38 and parallel rail routes from the South East to Penzance. The objective of the study was to examine the scope for reducing congestion by better management and modal shift, as well as options for taking forward focused improvements, particularly on the A303.

Recommendations

The consultants have recommended a wide range of measures in the study area. These include increasing capacity of the road network at key locations (including dual carriageway schemes); implementation of enhanced intelligent transport systems (including variable speed limits and real time information); targeted improvements of the motorway network; increased capacity of the rail network; provision of inter-modal freight facilities; improved/new rail stations and improved rolling stock. The consultants also recommend enhanced public transport interchanges as well substantial increases in frequencies of both long-distance and local rail services.

Importance to Industry

Rail freight in the South West must be protected and developed to achieve its full potential. However, road network efficiency and reliability is vital given that the vast majority of freight movements in the study area will continue to be by road. Industry needs a transport infrastructure that it can depend upon and improvement in journey time reliability between the South East and the South West is vitally important.
