London - Ipswich Multi Modal Study (LOIS)

Background

The study developed recommendations for a long-term strategy to meet freight and passenger needs within the London to Ipswich transport corridor, including specific projects to address existing and future problems within the area.

The study focused on the A12 corridor between the M25 (J28) and Ipswich and the A120 Stansted to Harwich corridor in the counties of Essex and Suffolk.

Recommendations

The consultants have recommended upgrading the A12 to dual 3 lane standard between the M25 and A120 with further capacity and safety improvements to the A12 north of the A120. Also, upgrading the A120 to dual 2 lane standard between Braintree and the A12 and between Hare Green and Harwich. The construction of a Chelmsford north-eastern bypass is also proposed as well as improvements to the A12/Brook Street junction and the A130/A13 Sadlers Farm junction. Public transport improvements are also proposed.

Proposals also include rail freight capacity enhancements in the corridor between Shenfield and Colchester (Great Eastern Mainline) and an Essex north/south passenger and rail freight route along with demand management measures, including road user charging, over the next 30 years.

Importance to Industry

The proposed improvements to the A12 will benefit industry by reducing journey times and congestion, within the London to Ipswich corridor and for vehicles accessing the ports of Harwich and Felixstowe. Junction, and other infrastructure improvements, should assist HGV flows and reduce journey times.

The study assumes that planned rail improvements affecting the corridor, such as the Felixstowe Ð Nuneaton and Ipswich Tunnel upgrades that will benefit freight, will go ahead on schedule.

Transport infrastructure announcement 9 July 2003 - industry views

The A12 corridor is a key regional trade route vital to access to east coast ports. Whilst we welcome the further work announced today on a number of dualling and other improvement schemes, we are concerned at the additional delay this will cause. The Highways Agency has been asked to carry out further work on:

  • A12/M25 Brook Street interchange
  • A12 widening (M25 to Chelmsford)
  • A120 Braintree to Marks Tey dualling
  • A12 Chelmsford to A120 Ardleigh interchange
